The Manufacturing Facility Support Programme (MFSP) helps UK businesses take the next step in offshore wind manufacturing.
Whether you're building a new facility or scaling up an existing one, this programme is designed to unlock investment and turn early plans into scalable projects.
Through grants of up to £500,000, MFSP funds the critical pre-investment DEVEX work needed to get projects off the ground and ready for capital investment.

What success looks like
We back projects with the potential to deliver real impact and we’re clear on what that means. Successful projects are expected to:
- Secure a minimum of £5 million in capital investment in two years.
- Create at least 20 new UK jobs within five years.
- Generate at least £5 million in annual revenue within five years.

You are eligible to apply to Manufacturing Facility Support Programme if your company or organisation meets the following criteria:
- Be a UK-registered company of any size with a UK presence
- Applicants cannot submit a funding application for a project that does not have a distinct scope that is unlikely to materialise without external funding support
- The Project scope cannot be described as “business as usual”.
- Show a clear intent to develop their business in offshore wind
- The Project scope must ultimately lead to investment in a new manufacturing facility or in an existing facility that services the offshore wind market
- Have not received 3 or more OWGP funding awards previously.
- If resubmitting a proposal from a previous OWGP funding competition that was unsuccessful, this is the first and only resubmission.
- Show a clear intent to improve competitiveness and/or increase capability in offshore wind
- Demonstrate existing capability in offshore wind or have a firm plan for working in offshore wind
- Show a clear intent to grow the business in terms of turnover, UK jobs, UK exports and UK-based IP with justification and evidence provided.
- Provide monetary and/or in-kind contribution to the total project costs (at least 50%)
- Make only one submission to this funding call per company
- Explain how this project would not take place without OWGP support and why this funding is additional to business-as-usual activity.
- Applicants must demonstrate that the proposed facility either already supplies the offshore wind market, or has a clear route into this market.
- Applicants must demonstrate how the Project will enable immediate FID after completion
The aim of MFSP is to support the early-stage work that turns strong ideas into investable offshore wind manufacturing projects.
Projects should align with at least one of the following Industrial Growth Plan priority areas: Advanced turbine technology, Industrialised foundations and substructures, Future electrical systems and cables, Smart environmental services, or Next generation installation, operations & maintenance.
We support pre-FID development for new facilities or the expansion of existing ones, helping you move from concept to a position where capital investment is ready to follow.
The emphasis is on building or scaling the capability to manufacture offshore wind components, equipment and systems, supported by a clear, credible business case that can attract further investment.
Each project should be grounded in a long-term business plan, setting out your ambitions for investment, market share, revenue, profitability, jobs and exports.
Through this work, we expect to see real momentum - new jobs created, stronger export potential, increased turnover, and growing IP within the offshore wind sector.
Typical project timelines run between 9 - 18 months. Before applying you should ensure your company can commit the necessary time, resource and engagement to ensure meaningful outcomes.
The MFSP has a simple, two-stage application process designed to keep things clear, focused, and efficient.
It starts with a short eligibility check. This is just a few questions to confirm your project and organisation align with the programme requirements. If successful, you’ll be invited to complete the full application.
The full application is more detailed and gives us a deeper understanding of your project, your plans, and the impact you’re aiming to deliver. It also includes a supporting project workbook to help us assess the opportunity in context.
All applications are submitted through our online platform, Submittable, where you can create a profile, save your progress, and collaborate with colleagues where needed. You’ll also receive updates and communication about your application through the platform.
Applications are reviewed by the OWGP team, with support from independent assessors. We look at how well your project aligns with the offshore wind sector, the clarity of your plans, and the potential impact of the investment.
If successful, you’ll move into the delivery phase, where we work with you to shape and support your project as it develops towards investment readiness.

The WEST Programme is open to all companies regardless of their size, level of knowledge or capability in the offshore wind sector. All we ask for is a strategic ambition to explore and increase your capability and understanding within the offshore wind sector.
From the point of being awarded a place on the WEST programme the typical engagement lasts for 3 to 4 months.
Through WEST we have supported over 200 companies to enhance their capabilities and knowledge within the offshore wind sector. The nature of our beneficiary companies from 1-2 person businesses right up to multi-national organisations with global footprints covering all phases of the offshore wind lifecycle.
