SmartStart supports the development and strengthening of pre-FID proposals for new, or upgraded, manufacturing facilities and capacity expansions serving the UK offshore wind industry.
Whether you’re developing a new facility or scaling existing operations, the programme helps businesses build stronger, investment-ready manufacturing plans that are sustainable, technically robust and globally competitive.
Typically delivered over three to four months, SmartStart provides bespoke specialist support tailored to your business needs, from feasibility studies and business case development to strategic advice that helps you get from concept to construction.

What success looks like
SmartStart identifies high-potential, pre-FID business plans aligned with IGP ambitions and strengthens them with specialist manufacturing expertise delivered through the High Value Manufacturing Catapult (HVMC). This targeted and bespoke support helps future-proof investment opportunities, improving feasibility, design and process efficiency to ensure projects are robust, investable and ready for delivery.
The programme also drives the adoption of cutting-edge technologies and optimised manufacturing processes, supporting sustainable production methods and the growth of connected UK supply chain clusters.
Successful projects will help build a stronger, more resilient UK offshore wind manufacturing capability, improving supply security, enabling shorter and more efficient supply chains, and supporting facilities that are competitive on a global stage.

Why SmartStart?
Delivering the UK’s offshore wind ambition means unlocking significant investment in manufacturing with around £1.9 billion needed for manufacturing facilities and automation to produce high value components.
SmartStart was created to help focus and strengthen that pipeline. It is tailored to support proposals that align with key industry priorities and future investment needs, helping ensure early-stage projects are shaped with the right level of technical and commercial confidence.
The programme helps manufacturers align development plans with the latest industry requirements for a competitive UK supply chain. This strengthens the quality, credibility and sustainability of the investment pipeline and supports the development of globally competitive domestic manufacturing facilities.

You are eligible to apply to SmartStart if your company or organisation meets the following criteria:
- Be a UK-registered company of any size with a UK presence
- The Project scope cannot be described as “business as usual”.
- Show a clear intent to improve competitiveness and/or increase capability in offshore wind or demonstrate existing capability in offshore wind
- Show a clear intent to grow the business in terms of turnover, UK jobs, UK exports and UK-based IP with justification and evidence provided.
- Applicants must demonstrate that the proposed facility either already supplies the offshore wind market, or has a clear route into this market.
- Applicants must demonstrate how the Project will enable FID after completion
- Minimum total investment size must be greater than £5 million
- Minimum number of enduring jobs as a result of the investment is 25 in less than 5 years with a >£10m headline CAPEX requirement
- The facilities are in feasibility or concept select phase
- The facility will support the production of products that align with the IGP’s “Make”, “Nurture to Make”, and “Protect” priorities.
- Cash / in-kind match contribution equal to the support available for the proposed project (at least 50%).
SmartStart is delivered in three structured phases, designed to take manufacturing proposals from early understanding through to investment-ready business cases.
The first phase focuses on requirements capture. We work with organisations to understand their current and future capability, assess capacity against national and international demand, and agree the most valuable technical and commercial assessments needed to strengthen the opportunity.
The second phase delivers technical feasibility assessments. This includes detailed analysis to test viability, identify opportunities, validate development plans, reduce risk and shape a clear direction for manufacturing strategy and facility development.
The final phase focuses on ensuring useful outputs for easy integration with existing business cases. Here we bring everything together into a clear, evidence-based case that supports informed investment decisions and helps attract future capital for delivery.
Across the programme, support can include site and capability assessment, manufacturing execution system review and improvement, process simulation, materials and process selection, factory optimisation, manufacturing intelligence, capacity and cost modelling, technical and commercial risk assessment, and phased development planning. Additional specialist modules are also available depending on project needs.
Entry into the SmartStart Programme is a one-stage application/EOI process completed via our online Submittable Platform.
Our application process is straightforward and inclusive, ensuring accessibility for businesses of all sizes. All communications regarding your application, including answers to submitted questions, will be sent via Submittable. On this platform you can create a profile, save and return to your application and invite colleagues to collaborate on the submission with you.
Applications are reviewed by the OWGP team, supplemented by a panel of independent assessors where required, and are scored against defined criteria (subject to change as required by OWGP), including strategic fit with offshore wind, clarity of need, and the potential impact of support.
If successful you will be onboarded to the programme and introduced to your delivery partners at HMVC. OWGP project managers provide ongoing support and quality assurance from kick-off to completion.

SmartStart is open to companies already in offshore wind and those in adjacent industries seeking to enter the sector by expanding or creating a new manufacturing facility to service the offshore wind market.
The Industrial Growth Plan outlines critical priorities within the offshore wind supply chain through a “make” or “buy” analysis. Projects which meet one of the priorities listed under the “Make,” “Nurture to make” or “Protect” categories will be eligible for support with priority given to projects that fit into the “Make” category. Check page 6 of the IGP for a full breakdown of the priorities.
Typical engagements run for 3-4 up to a maximum of 6 months.
Yes, and vice versa.
No. Prospective applicants already taking part in a business support programme through OWGP should seek to complete that programme before applying for another.
Typically, this would be time spent on the project and indicated in the labour costs. It may also include in-kind materials or facilities.
